If you do end up going out there to check it out and make an offer, I should note one other important bit of advice:
You need to make him want to sell it to you because you're such an awesome, friendly person.
You also want to leverage a certain amount of awkwardness if he tries to back out of it when you give him your marked-down price.
It's the last thing you ever want to happen, but if you have no other way than to make him feel too awkward to say no, it's a feasible tactic.
