Not really, it happens. You may have a ping of ~40 and feel like if it was 100. Every second attack changes it's direction in the middle of the swing and releasing an attack takes ądditional ~0,5 sec. Realy destroys the timing and is annoying. I had it recently, had to restart my router and everything came back to normal.

Best improvement of skill is to go duel server.  Playing few duel matches before going to battle/siege server helps a lot.
