What can I do as a ruler with the gold I have? I noticed I can transfer gold to towns but can I improve certain stuff?^^

I went to Rome, learned Law and made myself Mayor and now I've upgraded my church from lvl 4 to 5 but I don't see a difference.^^

Can you just learn Law in Rome?

I couldn't learn it in Nürnberg so I was sure you could do it in Rome. Not sure if there's another town where you can learn it..

But it's also quite expensive...

Rome is the only default university, afaik, so it's the only one, unless someone else has built one (if that's possible).
