Click '-' to downvote and '+' to upvote. They should be somewhere around the top right corner of a message of forum user that you want to upvote or downvote, also what CrazyCrackers said:

You should be able to just click the + or - as I've shown in this picture.  You used to have to make 20 posts before you could + or - posts.  But since you don't have the "crpg player" tag under your name, that may be it as well.

Ill just say that it does not work on some browsers like when i use to use Chrome it would never show up but now on firefox it does.
