Processor sounds meh. Also, needs a HDD in addition to that SSD.

It's definitely budget...what are you planning to do with it?  Can't really help you if we don't know what you're intending to use it for.

Remove 4Gb RAM and the SSD, use the saved money to get a better CPU.

Also if all components are compatible (your mobo is), get a Micro-ATX case. You can also aim lower than 450W on your PSU as long as it remains branded.

Well, a dual core 3GHz CPU is more dramatically low-end than just 4Gb RAM in my opinion. Unless you regularly download and keep large stuff, a 512Gb HD is comfortable enough. Of course that depends on your internet connection, as people tend to hoard more when they have slow or unreliable connections.

im in need of a new pc, and Im tight on money

im not looking for a uber ultra graphics machine
I just need something that can run cRPG and most of my games at a decent frame rate

my budget is gonna be around $400

Are you kidding? Please don't spread disinformation. The fastest HDD is multiple factors slower than an average SSD.

He is right, though, that 64GB is very very tight, especially if you plan to fit a modern Microsoft OS on there. I'd take an external drive with plenty of storage for data.

Unless you buy a hybrid SSD drive (which are nice), that's just not true.

List the games you will be playing. As you can see from the comments above, your solution is not a good one. List the must-run software and also list all devices that you currently own and won't need to purchase. A budget that low is going to take advantage of some unusual devices/rigs/configurations to give you a something that will perform as good as you are going to get on that budget and some of the solutions will depend upon what interface comes with that parts this Frankenstein will use to get the most performance it can get.

SSDs have ultra low access time for random read, though.

First things first, I doubt you need a new case.

A decent HDD with a 1tb platter clocks over 150MB/s average R/W speed, with it being well above 200MB/s on outer rim. Average/non-uber-cool (and expensive) SSDs manage the same average R/W speed.

Yeah, and sequential read/write speeds are of little relevance unless you want to launch a useful program in which the time taken to open a ridiculously large file is dependant on HDD throughput, which as far as I know is never the case. I've checked various HDD made for NAS systems (4Gb monsters), they usually show figures around 150Mb/s for sequential operations. Also note that such speeds largely depend on firmware quality and cache capacity if you consider more typical usage.
