Yes, because shooting Ukrainians with Grads and AKs is not enough to be arrested I think that they didn't want to shoot that plane, most likely they just thought that is was Ukrainian military airplane.

Plane was planted in the air by USA CIA, than shot down by US seal team 7 and blamed separatists. No other explanation possible.
