We do use all of our S&D, and we do buy equipment for our troops. We've been war ravaged almost the entire strategus iteration. We have fought in almost as many battles as the most active factions. You're smoking crack. We will hunt down anyone who tries to steal our resources. You want our S&D? Either talk to us about a trade or some other agreement, or get attacked trying to take it.
*EDIT* Looks like it only measures attacks. We've initiated 8.6% of attacks, TKOV and FCC are higher with 11% and 15.4%. A lot of our battles have been on the defense however.
