Set max fps to 60. May not seem much but it solved all of my fps problems.

I don't want to sound presumptuous but do you have a 120hz monitor?
And how!

So, as far as I know from my limited tech knowledge I don't think the monitor actually makes any use out of frames higher then 60. The 60hz refers to the amount of times the screen refreshes an image per second (I think? Back me up people who are actually tech savvy) so unless you had a 120hz monitor then I don't think the extra frames really do anything aside from tax your system more for no added benefit.
And how!

u dont need 120hz to see the difference between 60 fps and 120fps, for the same reason u see the difference between Vsync on or not.

Yes, thats correct. 60Hz is the image refresh rate, so the unit of frequency and defines number of cycles (frames) per second.

No, because the graphic card doesnt work synchronous to the monitor. You see the difference really good. I cant play CS:S with less than 90 fps, i need steadily 100 fps. But one way or another, for sure the image get better (Smoother/Faster) if u have a 120hz monitor instead of 60Hz.

That's pretty decent rig. Game with such outdated graphics as Warband should run in 120 fps constantly. But game engine is crap so better stick with 60 fps limit. I play on lowest and have similar issues. At 120 fps everything is buttery smooth but when fps drops bellow 100 lag shows it's ugly face (35-45 near unplayable and 25 PC means dropped frames all over the place). My PC is much, much weaker than yours.

Not much you can do about it, really. Hopefully, M:BG engine will be more polished and consistent.

You can't see the difference because monitor is limiting factor and unable to show more fps but you can feel the difference, because controls are more responsive at higher frame rate values.

You wouldn't see the difference but I guess you would feel a spike when it's trying to render frames that you won't actually see? I also thought v-sync just sorted some screen "tearing" issues but that it wasn't implemented all that well in Warband in the first place?
And how!

lol but if u can "feel" it you can see it^^ all in all you need detailed know-how to understand the relation between graphic card, frame rate and monitor

Vsync only sync the frame output from graphic card to monitor, but thats the reason why its a bit woolly key/mouse input then.
