What they are merely mentioning in the story is that they use high volume, focused audio projectors that would probably work with any kind of music. Pop music is just a perfect fit because of the high average loudness ( http://en.wikipedia.org/wiki/Loudness_war ).

In my hometown was a place where all the junkies would hang out. There was a shop selling glasses which had a lot of problems with those guys hanging out in front of his shop.
He called the police but that didn't help permanently, they would come back in a few hours.

He solved the problem by mounting speakers outside of his shop, playing classical music the whole day. That drove the junkies away in a matter of a few days... :)

Shopping malls use high pitched noise to get rid of teenagers hanging out in their property. It's genius because only the teenagers can hear that annoying noise :D.

I don't know what where the exact reasons invoked but it makes sense to me. It's like forcefully expelling people from public places even though they are doing nothing wrong.
