Yeah, but unlike America, Switzerland has a militia, which means the guns are in trained soldiers' hands, not in whatever hands that have enough money to buy one.
each state has a militia group that you may join and train with, these militia groups are highly trained and perform various duties such as military policing, guarding, search and rescue, suppression, etc.
The fact that citizens have weapons is just a perk to the "dont fuck with 'Murica" motto.
