What Pepe said is already in Diplomacy mod for Single Player. I think you guys should try it, because it makes sense.

Theres already this system in Persistent World mod, its fustrating as horseman but really nice if you are a range trying to pew pew a running horse

Make them slowed down this way:

[speed loss] = [percentage HP lost] x [0.1]

That way you can never lose more than 9.9% speed. Else I think this feature would be too annoying for cav players.

And for archers to have a lower shooting speed the more arrows they have shot. It's to represent how their nail polish is suffering from the constant drawing, and how they look at it, complaining and bitching around how their nails get ruined or even cracked. Which of course lowers their rate of fire.
