Any details on how this works? Does armour basically provide more protection on average so you get nearly the full armour bonus?

Fuck me, I swear I've never seen this amount of trolling coming from the developers of a game. I honestly hope you guys don't do this with your M:BG otherwise you'll be in for a short ride.
This isn't a troll, this is legitimate. Look through Vodner's post history to see his posts on this subject. Soak/Reduce both natively have 55% randomness in effectiveness, now it has 5%(unless this gets rolled back because cmp broke the mod :D  He fixed it already). The only way you can do more average damage than what you did before, is if you're collecting data from a very small number of tests, or your opponent has something like 80 armor(not possible to reach).

So you don't get instances of high or low damage, just medium damage all the time. Far fewer 0 damage glances or 1 hit kills

And different weapons or different builds become more different, because the randomness compensating the differences was heavily reduced.
