After years of playing 1-h, I always come back to 18/21. 1h just performs better with more athletics. Due to the low initial damage of 1-h and the percentile-based damage increases, they don't get much of a boost for stacking strength. You'll always be outperformed by 2h and pole damage-wise. With increased agi, you can overcome the weight penalty by your shield, easily outrange slower shielders and more easily dodge kicks. With higher shield skill, you become practically invulnerable from the front. Speed bonus combined with held attacks easily overcomes any slight damage reduction you have from lower PS.
Consequently, 15/24 is also a hilariously good build especially with a good knockdown weapon.

Adjust IF, WM and WPF to taste.
You can take some solid hits, (though you should only be hit from behind) your shield will almost never break and you can ride an arabian. Not too shabby.
