Armor weight already affects how fast you move (so does your equipment weight).  Pick up a ladder sometime and try to run around, now spawn without a ladder and run around.

if anything, I think your weapon weight/equipment weight should also lower your effective WPF...but I don't see that ever happening.

instead of a ladder u can also use a stack of arrows, has the same effect:D

Sure, but why does this game let tincans in transitional outrun archers with 1-2 stacks of arrows? There should be a very noticeable speed difference if you decide to bring heavy armor.
