And those graphs are not from zero. What seems to be a huge difference between Austria and Danemark is really just above 10%.

Of course taking the values from zero is not "more true" because big absolute differences (even though they are small relative differences) might be very important. It all depends on what is represented. But at least doing so cannot be interpreted as a graph trying to abuse the audience. "Length equals number" is one of the most basic cognitive heuristics and graph makers know that.
