Naked people should die in one hit - even the weight of armour is not the issue - shirts weigh nothing, the only reason to be naked in battle is roleplaying or stupidly, both of which are their own fault.

It depends on the weapon, you can one hit a naked with a glaive or other high cut weapons I have found. What's wrong with a naked dude surviving a single hit from something like a nordic sword? I imagine he would be heavily injured, but unless you manage to cut his head off in one swing, it sounds plausible that one could survive (however briefly) through 1 hit.

Naked players can survive your hit only if you have a terribly negative speed bonus which is pretty much your own fault. I usually onehit kill naked guys with 5 PS and katana, so... what are you suggesting to fix actually?

How to make it sound reasonable: Naked have it very cold, so move slow. Or in the desert: naked have it very warm, and will sweat so much they get dehydrated, cause slow movement.

Also, sunburns for everyone not wearing a traditional strawhat.

Also my experience is that naked players survive single hits regularly given all the things that can go wrong with an attack (hitting the legs, missing the sweetspot, negative speed bonus, bad damage roll) and that some weapons are simply weak enough. For example, some short sword users had to hit me up to four times to kill me.

But the most frequent case is still dying with the first swing.

The armor in this game is actually high-tech power armor designed to look exactly like ye olde medieval armor, because every suit comes with a micronized air condiitioning and drug dispenser system used to increase the stamina and fatigue of the wearer.

Therefore, not wearing armor should automatically make you fatigue faster than a man wearing armor, yes even the clothes, because those are also equipped with the technology found in the heavier suits of armor.
