After finding out more about this player, it seems that he often goes out of his way to cause problems, but he has zero bans on record for anything outside of chat abuse. I'm not sure this alone warrants a ban either, although it is clearly malicious. Had I witnessed this in game, I probably would have instructed him as to what exactly the rules were, and then followed up with a kick from the server as well.
More importantly though, is that rather than having GrannPappy, who was an admin in the server while this happened, handle the issue, you chose to make a thread. Unless Pappy or some other administrator can add something meaningful to this discussion, I find any punishment resulting in a ban, out of the question. These issues need to be handled in game.
