I've no idea who is that. But if you admit he gets a lot of kills/points in battle, why would you think he's bad?..
The only thing I can think about what you mean is being very high lvl with fully loomed gear which makes getting kills much easier, but still anyone who got 34+ lvl isn't really bad.

Sorokopud from SB . actually one of the best 1h i know , plus a decent  guy afaik.. sadly cant say that of most other SB members .. but i really like that one guy ^^
edit: oh wait , this thread is about bad guys that somewhat do good lol. Silly drunk posts =_=" Anyways , bad guy that somewhat does good umm ... thats propably me i guess xD i only do good at very few occasions ... but in the end im a pretty calm player and i love many ppl in the game ... *should remove that post but cant*
