members of ladder can add their items from their inventory to the armoury and members rank 8 and higher can give these items to anybody else in the armoury ;)
so you do not have to make a stupid stone offer on marketplace to lend some item, but you can join the ladder and lend it from the armoury ;)

umm... it worked that way for like a few months now.

New is that you don't need a high rank members to give you the stuff but anyone can take it out. And there is a possibilty to add a fee to the items to fill up the clan bank.

aw yeah they just added this ;)

everybody can add items, everybody can borrow items, the high ranks can make a fee on the items so the guys who added the items gain some money for their niceness
