Question about strat battles

I think I read something that said if no one on a strat battle team adds anyone to the roster, it will auto add people that have applied.  Is this correct?

If no one touched the roster before, it adds ppl like every hours or so.

Once you hire 1 player, it disables the effect, and it won't auto- hire anymore.
