A few thoughts on neutrality
Neutrality maybe a chosen stance, but only if the surrounding factions allow it, you can keep it. Otherwise those who pressure you may drive you into the enemies camp. As with clan sizes it is also with allies, strenght through unity, before you would get wiped you will find an ally to help you(if only by action and not offically by treaty).
If you have a NAP, you are not neutral as you give him the chance not to fear you and no need to have more troops ready to defend against you, if you have a Trade Agreement your are not neutral, as you already support someone economicly and have an implied NAP(the one thing doesnt really work without the other, again if not on paper then by action or better NONE-action).
True Neutrality in diplomacy has no permanent strings attached, only in short term deals lays the ballance.
True Neutrality on rosters can be seen, if your lads will show up allways in equal numbers on both sides of battles of others, otherwise factions will tend to think you are biased.
Aslong your area is not contested at all, people tend to think you are not neutral to your sorounding factions, therefor i would advice to change the area where you start from strategus to strategus, to proove your neutrality, as then those factions sorrounding you then will see how you deal with them and may accept you as those factions do where you are now do. Otherwise you will may strengthen over time the view point i just tried to show and will most likely end up for real permanently in one block.
I do see room for neutrality in this game, as i told you when you started in Yaalen area, it is but the most complicated thing to do, because of the black and white, 0 or 1, for or against us mentality of many people.
Mercs who had been neutral still in 1.0 and still 2.0, failed at it afterwards due to the enemies they made in diplomatic talks.

insulting the clan leader of Union, while he tried to get a fief for Wolves. Afterwards deteriorating relations, ending up as a clusterfuck in strat 3.0, well that at least was my impression of how that went down.

Neutrality is the way to go for the true players.
