Ok, I finally got it in the early hours of this morning (2:30 or something) but some interesting factors I have here are:

Upkeep does not change, don't know about frequency
I bought an heirloomed (Sturdy) Leather Jerkin to replace my old one about 2 hours before.
I was top of the team with a decent K/D (As discussed this has nothing to do with it)
I had just loosed another arrow and hit my target (Tristan, sorry mate) in the face.
I had no recieved any damage thus far
I have not recieved any extra items in my inventory as some people have claimed.
I did have my basic Leather Jerkin and Sturdy Leather Jerkin in my inventory as I cannot sell one without getting rid of the other (I may need to attack a database dev to get rid of my normal leather one).

That's about all the information I can give you.

Maybe it's like a hidden achievement... kill x enemies with a weapon, catch x damage with your armor or shield? Something like that?
chadz said earlier on that it was obvious, so maybe it's like this?

The thing is, you can't kill people while you are dead, and some people have gotten the message after they are dead.

Yes, you can't, but catching an x amount of damage could be achieved when dying.. so the message would pop up whilst waiting to respawn?

Me, for one, i havent seen this message not once on any of my chars, all possible levels, different gear sets both loomed/unloomed, and still waiting for the purple fu*ker to pop up ...

Yeh, i was also getting a little frustrated not getting that text. Had it last night on a level 30 alt. Still no clue what causes it.

Got it on the duel server, if i recall correctly. What would that mean...?

Got it on my alt yesterday on a DTV server.

No new items appeared.
Still I believe it has something to do with armor wpf reduction reduction.

Thought it was a glitch or something but 99% sure I know what it is now... Got this message and some time within the next few rounds I had a "Well bred sumpter(lol) Horse".  It is not on the site so I cannot sell it but I was riding it around in all it's noob horse glory in game.

I think having heirloomed items has nothing to do with that messages. I can't remember which patch or what it was. it happened that I somehow had different gear.
It almost looked like the thing that you switch with someone else BUT I owned all my weapons. The Equipment on the armorside was not mine.

Also I had 3 heirloomed horses. Plated charger mamluke and a champion arabian horse. I was able to use everything, except the champion arabian horse wasn't really there.
Maybe that item appearing thing is another bug or it indeed has something to do with the feature, but the message and what happens causes a problem or has a bug.

Like many people write, they seem to have one or another weird item they never had before.

If thats a bug and really is related to that feature I would say it really decreases upkeep rather than reducing wpf from armor, because people get all kinds of items, weapons+armors.
Thats just speculation though.
