This. It's no ones place to tell people how to do something better. I even believe telling someone why he fucks up, is a reason to report and Valve would have no problem to mute you for that. Of course that proabably also depends on the way you tell them how they suck.

I'd rather someone told me a better way of using a skill than the usual shit talk that people give if something isn't going perfectly. At least it's more constructive and you'd have to be pretty poor at taking advise if you thought that was condescending.

Though it also depends how you phrase the 'advise' 

Can't do anything about people who are just out right bad though. Yesterday we had an OD who died 12 times with 1 kill. He kept pointlessly charging before team fights or just getting caught out in completely the wrong places and then he abandoned 40 mins into the game. I don't think we had a single team fight where he didn't die before hand.

I had 2 games where I played sand king, and had a Naga on my team that did the best songs ever, just as I blink into a group of low health people..

One of the things that always amazes me is how a good portion of the Dota 2 community seems to think "omfg stop feeding dude" constitutes helpful advice. Like the other guy would suddenly go "wow, yeah, I hadn't thought of it that way." And this usually leads to a vicious cycle where both parties insult each other until they start fucking with each other's playing... and your team usually loses as a result. They should have servers where you can only communicate with the pre-made "Miss! Push!" chat things.
