Frankly - preparing good release notes with PROPER information is a difficult job to pull off every time a small update comes along. I perfectly understand that CBA part, that Ozin mentioned. In our company there are strict rules which help filter the exact important things out of task tracking system... but my oh my how many heads have to be bashed every month to have statuses/flags/notices put in there properly...
Such overhead would probably kill a volunteer project for sure. If not instantly - then slowly and painfully
