Probably a combination of 3 things.
1. Rare.
2. Only big shield similar to Heavy Round or Huscarl that you can use on horseback.
3. This is what does it for me, only big shield like the previous two I mentioned with 100 glorious speed.

In my experience, the easiest +3 items to trade are steel bolts, low tier hand armor, and elite cav shield. You won't rip people off, but if you offer one for a fair trade that shit will get scooped up quick.

I change builds frequently when I retire, so I don't have a "MUST GET" loomed item. But i really should get my hands on some +3 rus cavalry boots. I use them 90% of the time...

To add to what Applesauce said, it also has 100 speed rating so that makes it excellent for Hoplites and Lance Cavalry and it's also Heraldic (like many of the shields) so it displays your banner.

+3 Long Maul was pretty hard to get one
+3 Pike, same as the Long Maul
+3 Khergit Lamellar Vest, had to fucking loom it myself, no one wanted to trade me one.
+3 Khergit Cavalry helmet (loomed myself, never saw another one)
+3 Rus Cavalry Boots

+3 long dagger , it looks sexy with heirloom eye candy , most of people can carry it at their belt as decoration, and it is also great troll weapon for example killing last horseman with it is pretty nice, i love my dagger
