Ladders we a super fun part of the game that made it more open to play how you want. Yes of course there were issues with crying about how ranged could get to places that 2h heroes couldn't get to easily, but who cares? It was fun. Right now there are so few ways to be creative when playing the game because they keep getting nerfed over and over.
Ladderpaulting was funny, ladder art was beautiful, sky ladders to suicide onto the flag were divine. You nerfed them first by making them reset every time you spawn instead of every map. Then you nerfed them by making them take up more slots. Then you tried to nerf ladderpaulting and instead you made skyladders possible. That wasn't quite a step back since skyladders were fun to make on seige.
Right now the only way you can play on some maps is to load up on IF and go down the player chute to where the teams mash together until one side mashes a bit harder. We need ladders to escape that chute, figuratively and literally. Right now I think we have two NA battle servers, why not enable ladders on one of them? That is a good idea, do it.
