Didn't you get the "your proficiency in archers is too low"?

That would have lowered your PD but quite a bit and thereby making STR the only extra contributing factor between 11 PD and 12 PD.

I think it gives you some more Missile speed...

Damage does not increase, but the reticule is still tighter (you can  test this yourself with STF 10PD and then a 13PD) as well as arrows still fighting against the friction values better thus flying farther before slowing down.
