Well it's common sense...
You'd have to make trade agreements to either swap goods, or have some sort of buy/sell agreements in place.

Factions can make more money selling goods at their fiefs, than allowing other people to sell there.  What is going to make you more money, the 15-20% on taxes you get for letting people sell in your fiefs, or the 200-400% you make on the bonus selling there yourself....
