Technical question concerning skillpoints

By typing "C" on the battlefield the skill point windows opens...

Situation:
If I got two skill (attribute) points to distribute, or lets say 80 weapon points, and I put them somewhere without submission,does my character have better skills immediately, or do the extra skills have no effect before saving them?[/size][/color]

I guess the question is more relevant for high level characters (f*cked up my main char with this)

Pretty sure you have to hit "submit" before it takes effect.

Weird, I played for months with the illusion that the extra points gave me extra power on battlefield, I guess its called placebo effect

I've done that before as well, I thought I was finally up to 5 power strike and felt like I was doing more damage, and I went back and looked and my settings didnt stick.  Usually you have to hit submit twice if you are changing your skills in game.
