It's not archery as a whole that needs a boost of any kind, let alone damage. If you're complaining that you can't kill every player you aim at in under 5 hits then your perspective is skewed.
There's lots of variation in builds, both archer builds and "target" builds. I know that with 80HP, +3 Weimar Helmet/Gothic plate with bevor/heavy gaunlets I've gone down in 3 body shots to hybrid archers (Cyranule, Granpappy, etc) or in 2 shots to dedicated archers (Shik, Agile, Robin Longstride, ToD). I've also taken 6 shots in worn desert robes with 65HP. It all depends on your build/gear.
Simplifying the situation down to "archers can't kill anything, they need more damage output" is pointless and a baseless platform for rebalancing anything. It is possible to do ungodly amounts of damage as an archer, but it also takes giant brass balls and boat loads of skill.
If you want to do more damage then re-evaluate your build/gear. It's a hard to run around with just a bow and powerdraw, but that's what it takes to maximize the damage output of archery.
