You have city maps good for ranged, open maps good for cav. You have sand storms so cav doesnt see where they r going, night where inf has trouble seeing the direction of a hit, and you have rain, where ranged gets nerfed. Each map/ wheater type has its advantages and nerfs. I think rain fits in pretty well on both realism and game balance.
Strength builds are less affected by rain penalty than agility builds because speed reduction is percentage based. Make it linear and you'll fix str-agi balance.
Remove rain effects, leave rain particles.
