Dunno, don't see any compression settings for the video on the free fraps version.
There was some other freebie out there that you could save uncompressed and upload to a site.. wegame .. but I think they smartened up and made it more restrictive, or simply stopped recording 'temp' uncompressed avi's.
Here's an open source alternative...
http://camstudio.org/It takes a bit of fiddling to get just right. And if you know nothing about codecs, have no way to compress the videos, etc, it may not be for you. It can however save uncompressed avi's which you can later use to find your best quality - again though uncompressed avi's are going to eat up hard drive space pretty quickly.
Last I heard, and this may have changed, YouTube will recompress 'large' videos. I suppose there is vimeo.
