When can I transfer items/gold from a new character?

Gold on new characters and start and skip the fun gold.
Regular items on new and skip the fun characters.

Created less than 3 days ago or lower than level 15

my guy is lvl 22 and cant transfer, same for other chars over 15

Yep, I had the same problem before. It is probably at least 3 days and level 15. Probably even 7 days, who knows. I also guessed before it is wrong. However I just answered your second question, where to find it.
