At level 33 I would have:

24 str, 18 agility, 4 IF, 8 Power Strike, and 6 Weapon Master (and 158 WPF in polearms)?

I used to always go 18/18 at level 30:

Shield: 4
Athletics: 6
Riding: 6
WM: 6

I don't think either of those builds are even possible for their respective levels.

Also, if you're only going to use polearm wpf, you don't need Weapon Master.

I think its worth putting the points into weapon master if you're going 31+, think cmp mentioned tweaking it in future. So for 31+ might be better to be on the safe side with skills

If you want riding I don't think you can have all those skills with 24/18 at 33

Yeah I fucked up, you can only have 1 IF at level 33 if you want to go 24/18 (8 skills to atts) and still do 8 PS, 6 riding, 6 athletics and 5 WM.

Looks like I'll be retiring again (I already have 3 IF)
