Dunno how hard it would be to implement but limiting the colors to a certain set of palettes and probably nothing obscene/sexual would be the only guidelines really needed without being too constrictive.

If they enforce rules of tincture and traditional heraldic symbols then they will have to put up a guide of what all those are and how to use them or most people's banners are gonna get denied lol

...it will probably be more general rules like:  no sexual imagery, no faces, no wording, no flourescent/very bright colors, etc
