I've heard there's been lots of attempts at it.  So far every attempted model has failed at being at all balanced.

dual wielding would most likely involve gigantic changes to the game engine which would in the end only result in a sub class of left clicking maniacs that would only be seen in diablo II or a cartoon.

Anything that you have seen close to dual wielding in M&B was just replacing the shield model with a weapon model but still only works as a shield

This I would be fine with, as Florentin style was not that rare, and would spice up the battlefield while not impacting gameplay in a negative fashion.

However, I do not see the developers bothering to do this, and would rather them implement the strategus fix so it actually comes out sometime this or next year, as opposed to 2014.
I'm not normal and I don't pretend so, my approach is pretty much a bomb crescendo.
Death is a fun way to pass the time though, several little bullets moving in staccato.
The terror of my reign will live on in infamy, singing when they die like a dead man's symphony.

Make the "second weapon" act as an small shield while being weaker then a shield and taking away it arrow blocking. Then we have an two handed without it being overpowered, perhaps also make them more expensive then shields to limit their use.

Better is to buy a buckler and pretend it is a parry dagger. Problem solved!
