You also have to rename your char yourself in-game (in the char selection screen). Or make a new one.

Well that was what he was asking. The chars in the char selection screen in Warband are not bound to c-rpg server.

A few hours usually.  Can take longer though.

Also, the name change can be denied.  You don't get a message about this.  Just check the "name change" area on the webpage and you can see if its still pending.
