3 Questions, regarding new loompoint system

Has anyone tried using loompoints so far, because if you do I do have 2 questions:

1-Do they still work stat based? For example you had 5 PT, and retired. So you have 0 PT now, due to being level 1. Will you be able to loom your throwing axes for example?

2-Let's say you had 5 PT, and retired. Will you be able to loom a 6 PD bow for example? I mean, will you be able to loom anything?

3-Let's say you bought a loom at the market. Will you be able to loom based on his skills, or your skills.

I know all of these questions have actually one answer. But I decided to seperate them into three, to get a full answer explaining the new system fully.

I think it's based on your current skills. So if you lack the needed PT / PS / PD / Strength to use the weapon / armour, you can't loom it.

Mind you, i'm guessing here.
