Punish people who sign up to neutral factions and don't show

The reliability/performance numbers are not used yet by the AI to decide who is hired, but that is the plan. The AI would mostly hire reliable people and a few good, new and maybe 1 or 2 bad too (so they can improve their numbers).

How often are the attendence and skill ratings updated, it seems like almost never.

They should be updated hourly, but i think there is something wrong with them, need to look into it.
