Target weight for shield/1h users?

What is the best amount of weight a shield user like me should have? I understand that having heavy armor lowers your swing/movement speed so I'm looking for a target weight to achieve
Also any armor reccomendations would be helpful.

This is my build

Strength: 21
    Agility: 15
    Hit points: 70

    Skills to attributes: 2

    Ironflesh: 7
    Power Strike: 7
    Shield: 5
    Athletics: 5
    Riding: 0
    Horse Archery: 0
    Power Draw: 0
    Power Throw: 0
    Weapon Master: 5

    One Handed: 148
    Two Handed: 1
    Polearm: 1
    Archery: 1
    Crossbow: 1
    Throwing: 1

First thing you wanna make sure of is that your effective wpf is at least 100 with whatever gear you end up using. You can do that with the character calculator, plugging in the weights and proficiencies under "Weapon Damage Calculator". Though with 148 wpf, I figure you'll be able to wear just about anything, but just to be sure ya'know.

That being said, there really isn't a "best" amount of weight to have. Like everything else in crpg, it all comes down to personal preference and trying things out for yourself till you find something that works. Personally, I found medium armor to work well as a shielder, keeping you light enough to get around with 5 athletics, and offering decent enough protection along with your shield and 7 if.
