Weapon Mastery WPF not recieved

I just recently retired and after I set the skills points to Weapon Mastery and Power Strike, I was not given the extra WPF WM is suppose to give.
Is this some new change to the skill or is it a bug?

I'd like to add that I did this at the site without having gone ingame yet. Could that affect it?

I'm planning on retiring at level 15 anyway since I want to try another build though, so this isn't such a biggie at the moment.

Also, forgot to say that when I applied the skillpoints (Power Strike and Weapon Mastery) I pressed them both in quick succession before the page managed to refresh, in order to apply them at the same time (worked before) due to loading being bit sluggish at times, so that might also have a hand in it.

As I'm pretty much level 15 now, you can ignore this thread mostly, as I'll be retiring (was going to:p, needed more XP than I thought) in 30 or so mins.

Not sure which ATS guy it was but someone that doesn't play often had a similair bug today. 

Only he didn't get an attribute point or a skill point when he lvl'd ouch!
