I actually think this would be a good idea. Not necessarily making it mandatory but at least encourage people to keep discussion in English. Especially early hours on servers are filled with russian cyrillics. Most often I am really tempted to go for the mute all, but I'm not a big fan of that because I might miss something actually worth wile. Could there possibly be a primitive chat filter or a permanent mute for persons of your choice?

On NA server? Yes. On Eu server? No. Enforce the rule that only european languages can be spoken. I too am tired of seeing all of that russian alien language but that is life for you.

Honestly, if people want to talk amongst themselves in their language, what business is that of yours? It is slightly different, if they are directing something at you in their language, but, whatever, really?

Finally a good suggestion. Why does someone, who cannot speak English, even want to join a server which isnt bound to his own language?

I would make the same with ban appeals and essays, use English, if not, instant reject. We're an international community and therefore English is the only language.

Oh, and dont take everyone 100% serious.

It's not ignorant at all. Hell, if you think this is ignorant then you need to get out and see the world more mate. He has a good point. English is spoken most widely among crpg players and if we needed a common tongue then that would be English. On NA servers what OP suggested is not a bad thing. On Eu it might not be such a good idea because most people are more varied and not everyone speaks english.
