Develop a green city free of fossil fuels where pot is legal and which is covered in plants and water features, solar panels and windmills, grassy hills and rabbits.

Why not just get some evidence that they are the vandals,and call the police,then the police will punish them.If it repeats,they might have a order to not near the ''city'',and they should just leave you alone,besides,you should have a police department there,it's a city after all.

Without contextualisation its rather hard to rationalize anything, as such your unlikely to find assistance, especially from an on-line forum dedicated to a mod for an indie medieval fighting game.
