If they're shooting at the enemy people they aren't delaying, they are trying to win the round. When it becomes evident they don't have enough time to shoot them before time runs out, they need to dismount and start melee'ing. That's my interpretation...but there wouldn't need to be interpretation if the dev's just implemented MotF automatically spawning on official servers...but good luck getting them do anything logical or resembling common sense.
I guess they hear so much bullshit bitching and complaining, that when you get people repeating actual good ideas, they just get lost in the massive amount of whining.
