I ask about third or whatever is the last level of breaking - what does it do?

Can you repair it to get "normal" weapon back or is it broken forever?

If you're doing manual repairs, you can let an item wear down to the point where you can't even equip it anymore.  At that point when you do repair it, the item is fully repaired.  There's no way to do 'levels of repair' or anything like that.

It doesn't really pay to do manual repairs anymore though.  You used to be able to pay one fee to repair all the way back up to normal, but now the repair cost just accumulates so that when you do hit the repair button you're paying the full price times 4, 5 or however many times you let it slide.

Don't know much about this, but if you're not repairing your items will downgrade in stats (and get new names like "Chipped 'something'"). Ofcourse you can repair it back to normal at any point.

Are there any circumstances where it might be beneficial to not repair automatically? Like to just let it keep degrading and then just buy new stuff (not loomed stuff ofc, just normal)

When you can't/will not afford repairing, don't buy new stuff. Those need repairs too.
