Is there a way to find out cooldown of Skip the Fun?

Cooldown ? After how much time you can recreate a stf? Says into the page its 7 days.

After the 7 day cooldown can you then gain xp to get to 31?

no, on a stf chr, u don't get any exp, only gold.
