It's simple:
Step one: Take an Ammo Rack
Step two: Take a horse
Step three: Stick ammo rack into horse, horse now dispenses ammo, but is super slow due to ammo rack in its derriere.
Step four: ride horse along with your army, they get ammo.
Step five: Make upkeep for this very expensive.
Step six: Go masturbate?
Step seven: Reduce max amount of ammo archers can carry, make them dependent on supply lines.
Step eight: Create a horse called "Wooki's Whores" thats a courser with +1 speed that only Wooki gets for this awesome suggestion.

Don't be so butthurt just cause you didn't suggest it. This basically gives a team something worth defending in battle or a strategus field battle (oh no, someone broke our super cheap ammo rack, ah well, lets build another one). Basically these should be expensive, as they represent your baggage train.

and in normal battle, maybe some should just be spawned at the beginning. If archers spawn with less arrows in total and have to rely on these things, it might be a bit more tacticool

I would make it rideable just so you can move it around in some sensible fashion.  I suppose another option would be that it only answers to the owner's whistle.

But riding it wouldn't be bad if you literally made it a donkey.  Like worse than a sumpter.  Useless for combat and easily killed, so you really just want to ride it behind a house somewhere and leave it there while you go fight.
