Well, if is is about the regular battle and stuff, pretty much anyone can create his own faction, aka clan. Just get some people with similar interest, figure out some theme for yourself, some nice clan name and there you go, your own faction!

If it is about strategus, no idea, but i would suggest you to check the clan recruitment threads, maybe you will find some clan that fits your need, or even language skills :)
