Just got a new gfx card (GTS 450) and im now experiencing black flickering while playing M&B, i tried playing BC2 wich ran without problems.

What could be the cause of this? I also just switched from using VGA to DVI-D if that makes a difference.

Try changing the shadows to low detail
I'm using a gtx 260 and that cleaned up my performace a lot
I have everything else on highest detail on 1920x1080 no problems

My system can easily handle the game, its not a performance issue.

Putting HDR on low seems to have fixed the flickering but i would like to know the cause.

Its not a system problem, its a code and shader problem
Its just like running crysis, you can do it on full detail, but if you enable shadows it kills the framerate rendering.  Dx 9 is the problem

I was not having any problems using my old 8800GT on VGA.

That's because your old card was designed to use dx9 on win xp.  Your 460 was designed for dx10+ and you are probably using a 64 bit platform.
Simply put, your card outperfoms the software.

So changing to Windows 7 would fix my flickering?

Sometimes this happens to me after playing long periods of time. Some colors go black and all colors start strobing... man it is frustrating.
This happens mostly at map changes when I have been playing for a long time. If I continue playing it often ends up crashing or w/ BSD *blue screen of death. Then I have to hard restart my system. Now when it starts I will just log out for a bit, or restart system totaly, and it fixes it.
Seems to be driver issues w/ graphics cards, or possible over heating of GPU. Recently blew the cobwebs out of my system and it helped cooling.

Windows 7 may help you with the dx10 capability.
