We need at least 1/3 of the troops to make an attack. It was simplier to give all of them to Frank instead of doing math? I don't even know why you're asking that... It's true we could have save some coins, I didn't think about the upkeep being higher.
The village had a population of 300. It wasn't about math at all. It was completely about laziness.
Actually, the whole idea that using a large number of troops to attack when a smaller number could have sufficed doesn't really mean anything. It's obvious laziness and pretty much every clan would do the same unless they were significantly financially responsible
